Road asset management

The focus of this report is to address the following issues: 1. What Road Asset Management System (RAMS) structure exists in typical ADB target countries, and how do the institutional and procedural structures of the road agencies support such structures?; 2. Are RAMS budgets independent of other budget allocations and are there computerised financial and allocation processes in place to assist in the budget allocation?; 3. What road sector indicators are used in countries to determine requirements for RAMS?; 4. What mechanisms are available and may be more effective in achieving sustainable RAMS support? This report includes a review of lessons learned from all road projects which contained maintenance or rehabilitation components carried out over the past 4 years as well as direct field survey of the Road Asset Management Systems (RAMS) in four countries, Malaysia, Bangladesh, Laos and Philippines. Individual case study notes for each of those four countries are included in the appendix to this report.
