Review of opportunities for private sector investment in commuter car parks

The provision of commuter car parks is seen as a key initiative in meeting the New South Wales Ministry of Transport's objectives to increase the public transport share of peak hour journeys. By providing a more seamless integration between public transport and private transport options, commuter car parking makes public transport a more attractive and viable alternative to private car. The aim of this study is to provide the Government, and in particular the inter-agency Commuter Car Parking Project Control Group, with independent advice on opportunities for private sector investment in commuter car parks to assist the Ministry in meeting its objectives. This study will therefore evaluate a range of procurement mechanisms for structuring private sector involvement. It will then consider the private and public funding mechanisms available to enable the Government to identify feasible alternatives to traditional methods of funding commuter car parks. Finally, this study will develop recommendations on the most appropriate structure of procurement and funding mechanisms by which the private sector could help to deliver commuter car park capacity while minimising cost to the Government and commuters.
