Reduced speed limits for local air quality and traffic efficiency

This paper reports about the effects of the implementation of reduced speed limits of 80 km per hour with strict enforcement using section control on sections of the Dutch motorway network near the larger cities where there are serious air quality problems. The paper addresses also the results of a research project into the effects of a larger scale implementation of a speed limit of 80 kilometres per hour (instead of the current 100 kilometres per hour) on the motorway rings around the major cities. The speed limit reduction was combined with a restructuring of the carriageway into smaller lanes, offering road users one extra traffic lane.
