Using design and build for road reconstruction and rehabilitation

Whangarei District Council (The Council) undertakes approximately NZ$10 million of road reconstruction and rehabilitation (RRR) projects annually. Up to 25km of sites are programmed for treatment each year; these sites are located in rural and urban areas and are prioritised based on their maintenance condition, traffic volume and road hierarchy. The Council investigated methods to improve the price efficiency of its RRR programme to minimise the impacts of these price increases on the ratepayer. This paper outlines the process used to develop the design and build trial, and presents the results of this trial year. It describes the concept that was adopted by the Council, and explores the compromises that were needed to reach consensus, whilst minimising the impacts on structural integrity of the pavement.
