Recommendations for users in the application of multi-modal appraisal systems

The starting point in this work, which commenced in 2004, was a review of international systems. The review was divided into two stages: firstly, an international screening of current practice, and secondly, detailed case studies of a number of the most advanced systems. The review of world wide systems demonstrated that consistent and systematic multi modal appraisal (MMA) with formalised guidelines and modelling systems is most advanced in the following seven countries that have developed comprehensive systems to date: United Kingdom, United States, France, Germany, Netherlands, Norway, Sweden. Our survey identified that at least 15 other countries are developing systems or practice MMA in a less formalised way. Case studies were conducted by the Committee on five of these countries (UK (England), United States, France, Norway and Sweden) to identify: 1. common themes, 2. strengths and weaknesses, 3. transferability of themes, 4. a generic framework for multi-modal assessment, 5. areas for further research and development.
