TOPIC PROJECTS: BASES FOR PRIORITY RATING

IT IS NECESSARY TO DEVELOP AN IMPROVEMENT PRIORITY RATING BASED ON THE THREE MAJOR ITEMS OF (1) S, SUFFICIENCY RATING, ACCIDENT OR CONGESTION RATES, (2) T, VEHICLE-MILES PER DAY (AS A MEASURE OF SERVICE), AND (3) C, COST OF THE IMPROVEMENT. THE 1956 VALLEJO STUDY DEVELOPED THE FOLLOWING PRIORITY RATING: PRIORITY INDEX = (S X C)/T WHICH SATISFIED SEVERAL CRITERIA. (1) THE MOST BENEFIT MUST BE OBTAINED FOR THE LEAST COST. (2) SERVICE AND COST BEING EQUAL, THE LEAST SUFFICIENT STREET SHOULD BE IMPROVED FIRST. (3) SUFFICIENCY AND SERVICE BEING EQUAL, THE STREET IMPROVEMENT COSTING LESS SHOULD BE IMPROVED FIRST. (4) SUFFICIENCY AND COST BEING EQUAL, THE STREET PROVIDING THE MOST SERVICE SHOULD BE IMPROVED FIRST. (5) SPOT SPEED STUDIES WHICH INDICATE INSTANTANEOUS SPEED AT A SINGLE LOCATION ARE AVAILABLE. THE COMPARISON AND COMBINATION FOR INSTANTANEOUS SPEED AT A SINGLE LOCATION ARE AVAILABLE. THE COMPARISON AND COMBINATION OF STATISTICS ON ACCIDENTS AND DELAY AT A SPECIFIC SERIES OF INTERSECTIONS MIGHT BE A VALID, SUPPORTABLE, AND SIMPLE METHOD OF DEVELOPING PRIORITIES. THE 1956 STUDY ALSO DEVELOPED A SUFFICIENCY RATING METHODOLOGY, ASSIGNING POINTS FOR SURFACE CONDITION, MAINTENANCE COST, DRAINAGE, PRESENT VOLUME/PRESENT CAPACITY, FUTURE VOLUME/PRESENT CAPACITY, ACCIDENT RATES PER MILLION VEHICLE MILES, SIDEWALKS, STREET LIGHTING. THE SYSTEM IS SUGGESTED FOR USE TOWARD ESTABLISHING PRIORITIES IN THE TOPICS PROGRAM.
