DEVELOPMENT OF INDICES FOR THE USE OF STOP SIGNS IN RURAL AREAS

THE PARTICULAR CONDITIONS OF RURAL AREAS--HIGHER APPROACH SPEEDS, DRIVER INATTENTION TO INTERSECTIONS, IMPRACTICABILITY OF ENFORCEMENT--MUST BE CONSIDERED ALONG WITH THE HIGH INCONVENIENCE FACTOR AND VIOLATION RATES IN THE DEVELOPMENT OF WARRANTS FOR STOP SIGNS. THE PROJECT COMMITTEE RECOMENDED THAT STOP SIGNS BE PLACED ON THE BASIS OF LOCAL CONDITIONS, AND NOT SOLELY ON LEGAL REGULATIONS OR DESIGNATION OF ONE ROUTE AS PRIMARY TO ANOTHER.
