A STUDY OF LAND MOBILE SPECTRUM UTILIZATION. PART B: AN ANALYSIS OF THE SPECTRUM MANAGEMENT PROBLEM

OPTIMUM WAYS WERE STUDIED FOR UTILIZING THE CHANNELS NOW ALLOCATED TO LAND MOBILE SERVICE. THE STUDY'S FINDINGS ARE AS FOLLOWS: (1) THE FCC HAS NOT BEEN PROVIDED WITH RESOURCES FOR ADEQUATE MANAGEMENT OF THE LAND MOBILE-RADIO SPECTRUM; THE LACK OF THESE RESOURCES IS THE KEY REASON FOR COMPLAINTS OF CONGESTION OF LAND MOBILE USERS, AND THESE COMPLAINTS WILL CONTINUE TO GROW UNTIL THE MANAGEMENT PROBLEM IS SOLVED. (2) EVEN THOUGH AN APPRECIABLE NUMBER OF USERS OPERATE UNDER SATURATED CHANNEL CONDITIONS, MANY OTHERS OPERATE UNDER LOW CHANNEL OCCUPANCY. (3) INTERSERVICE SHARING IS INADEQUATE BY ITSELF TO IMPROVE LAND MOBILE SPECTRUM USE; A COMBINATION OF INTRA- AND INTER- SERVICE SHARING IS REQUIRED AND CAN ELIMINATE MOST OF THE PRESENT CHANNEL CONGESTION. (4) NO MEANINGFUL RELATIONSHIP EXISTS BETWEEN NUMBER OF USERS LICENSED BY THE FCC FOR A CHANNEL AND THE ACTUAL OCCUPANCY OF THAT CHANNEL; THE KINDS OF USE WHICH USERS PUT A CHANNEL IS MORE IMPORTANT THAN THE NUMBER OF USERS PER CHANNEL. (5) AN AREA-MONITORING CAPABILITY IS REQUIRED IN LARGE URBAN AREAS TO PROVIDE THE DATA NECESSARY FOR PROPER MANAGEMENT. (6) SOME LAND MOBILE SYSTEMS HAVE BROADER COVERAGE THAN THEY NEED AND THUS UNNECESSARILY INTERFERE WITH OTHER USERS OF THE CHANNEL; REASONABLE COVERAGE LIMITS SHOULD BE IMPOSED ON EACH USER. (7) IN DETROIT, THERE WERE SIGNALS ON ABOUT 95% OF THE CHANNELS SHOWN AS LICENSED BY THE FCC; SIGNALS WERE ALSO FOUND ON AS MANY OTHER CHANNELS AS THE LICENSED ONES. /BPR/
