The McKinney Panel expressed the opinion that, although atomic locomotives could be built and operated successfully, they seemed to offer no economic advantage until improvements in reactor technologies were made; it was estimated that the overall cost of an atomic locomotive would be 2-1/2 times that of a diesel locomotive. As to the British Railways 15-year modernisation plan, which involves adoption of electric and diesel traction the railways could in future draw an increasing proportion of their energy from electricity generated by nuclear power, which could, by 1975 supply 40 percent of the electricity.
