THE EFFECT OF AN EXPRESSWAY ON THE USAGE OF OTHER ELEMENTS OF A STREET SYSTEM

A REVIEW OF THE LITERATURE AND A STUDY WERE CONDUCTED TO DEVELOP A METHOD FOR PREDICTING CHANGES IN THE SPECIFIED MEASURE OF THE LEVEL OF SERVICE PROVIDED BY THE APPLICATION OF ALTERNATE CONTROLS IN THE OPERATION OF STREET SYSTEMS. THE STREET SYSTEM USED FOR THE APPLICATION IS CONFINED TO A CORRIDOR WITH A DEFINED NUMBER OF ELEMENTS. AN OBJECTIVE FUNCTION WAS SELECTED, AND A MATHEMATICAL MODEL DEVELOPED TO OPTIMIZE THE DEPENDENT VARIABLE. THE DEPENDENT VARIABLE, SUBJECT TO THE CONSTRAINTS OF CONTINUITY, IS THE TRAFFIC VOLUME FLOW ON EACH ELEMENT OF THE SYSTEM. THE USE OF THE MODEL TO DESCRIBE THE EFFECT OF CHANGES IN ONE ELEMENT ON THE SYSTEM OUTPUT WAS ILLUSTRATED IN THE SENSITIVITY ANALYSIS. THIS MODEL DOES NOT REQUIRE AN ITERATIVE PROCESS, BUT RELYS ON A SINGLE ANALYSIS SOLUTION REQUIRING LESS PROCESSING TIME THAN THE EQUAL TIME SOLUTION. IT IS SUGGESTED THAT THIS MODEL TYPE WOULD ADD SIGNIFICANTLY TO THE FIELD OF TRAFFIC ASSIGNMENT AND CONTROL SINCE IT PROVIDES AN OBJECTIVE MEASURE BY WHICH ALTERNATE STREET SYSTEMS AND METHODS OF CONTROL CAN BE COMPARED. IT ALSO PROVIDES A MEANS OF DETERMINING THE EFFECT OF CHANGES IN ONE ELEMENT OF A SYSTEM ON THE OPERATION OF THE ENTIRE SYSTEM AND PROVIDES A BETTER MEASURE OF DRIVER'S ROUTE SELECTION THAN THE EQUAL TIME SOLUTION.
