PARKING PROBLEMS IN DOWNTOWN AREAS

AS CITIES BECOME INCREASINGLY CONGESTED, DOWNTOWN PARKING BECOMES MORE OF A PROBLEM. IN ORDER TO SOLVE IT, AN INVENTORY OF ALL PARKING PRESENTLY AVAILABLE MUST BE MADE. SECONDLY, A STUDY OF THE USAGE OF PRESENT FACILITIES MUST BE MADE. A COMBINATION OF SPOT SURVEYS AND A DETAILED STUDY OF ONE OR TWO DAYS IN A CENTRAL BUSINESS DISTRICT WILL SUPPLY THE NECESSARY DATA ON WHICH TO BASE A PROGRAM. SPECIFIC TIME LIMITATIONS ON PARKING CAN BE ESTABLISHED ON THE BASIS OF SUCH A SURVEY AND THE DECISION WHETHER TO INSTALL METERS OR NOT CAN ALSO BE DECIDED. CONTINUING CHECKS WILL BE NEEDED TO KEEP THE PARKING PROGRAM IN LINE WITH THE ACTUAL NEEDS OF THE COMMUNITY.
