AN OPTIMIZING MODEL OF TRAFFIC ASSIGNMENT FOR THE FREEWAY SYSTEM OF SOUTHERN ONTARIO

THIS PAPER IS PRIMARILY CONCERNED WITH THE DEVELOPMENT OF A HIGHWAY LINK ADDITION MODEL WHICH CAN REFLECT THE INTERDEPENDENT RELATIONSHIP BETWEEN THE TRAFFIC ASSIGNMENT AND NETWORK IMPROVEMENT PHASES OF THE TRANSPORTATION PLANNING PROCESS. VARIOUS LINEAR PROGRAMMING MODELS ARE REVIEWED FOR THE PURPOSE OF OBTAINING A MODEL OF TRAFFIC ASSIGNMENT WHICH ACKNOWLEDGES THE EFFECTS OF TRAFFIC CONGESTION ON ROUTE SELECTION. THE "ARC-CHAIN" NETWORK FLOW MODEL WITH CAPACITY CONSTRAINTS ON THE ARCS IS SELECTED AS FULFILLING THIS PURPOSE. LINEAR PROGRAMMING APPROACHES AND COMBINATORIAL METHOS OF ADDING LINKS TO A NETWORK ARE THEN INVESTIGATED. THE FORMER PROVE UNSATISFACTORY AS THEY ALLOW CONTINUOUS INCREMENTS OF CAPACITY WHEN IN REALITY ONLY DISCRETE INCREMENTS ARE POSSIBLE. THE LATTER METHODS PROVE UNREALISTIC FOR MOST PROBLEMS OF ANY PRACTICAL SIZE BECAUSE OF COMPUTER STORAGE AND COMPUTATION PROBLEMS. CONSEQUENTLY, A HEURISTIC ALGORITHM OF LINK ADDITION INCORPORATING THE LINEAR PROGRAMMING "ARC-CHAIN" ASSIGNMENT MODEL IS INTRODUCED AND USED TO CREATE TWO FREEWAY NETWORKS, BASED ON 1964 AND 1986 ORIGIN-DESTINATION FLOW ESTIMATES. THESE APPEAR TO APPROXIMATE QUITE CLOSELY THE EXISTING PLANS OF THE DEPARTMENT OF HIGHWAYS OF ONTARIO. /RATAOC/
