ADVANCED CONTROL TECHNOLOGY IN URBAN TRAFFIC CONTROL SYSTEMS. ENHANCED UTCS/BPS SYSTEM PROGRAMMING SPECIFICATIONS

THE PROGRAMMING SPECIFICATIONS DEFINE THE BASIC REAL-TIME FUNCTIONS OF THE DIGITAL COMPUTER AS AN ELEMENT OF A TRAFFIC CONTROL SYSTEM INCLUDING THE ORGANIZATION OF THE COMPUTER'S FUNCTIONS AND THE GENERAL CONTENT AND STRUCTURE OF THE SPECIFICATION FOR THE INDIVIDUAL ROUTINES. THE SPECIFICATIONS ARE WRITTEN IN SUFFICIENT DETAIL TO DEFINE ALL FUNCTIONS, FORMATS, AND OPERATING PROCEDURES. HOWEVER, ADDITIONAL DETAILS ARE SUPPLIED FOR CRITICAL ROUTINES AND FOR THOSE ROUTINES THAT REQUIRE MORE INFORMATION FOR AN UNDERSTANDING OF THE TECHNIQUE. THE SPECIFICATIONS FOR EACH ROUTINE INCLUDE A DETAILED DESCRIPTION OF THE FUNCTIONS OF THE ROUTINE, THE FREQUENCY WITH WHICH IT IS ENTERED, A LIST OF THE PRINCIPAL VARIABLES ASSOCIATED WITH THE ROUTINE (INCLUDING THEIR INITIAL CONDITIONS), A CROSS-REFERENCE DEFINING ITS RELATION TO OTHER ROUTINES, AND A FLOW CHART. THE FLOW CHART ILLUSTRATES THE LOGICAL SEQUENCE MADE IN IMPLEMENTING THEM. THE EQUATIONS SOLVED, THE TIMING SEQUENCES MAINTAINED, AND THE INPUT/OUTPUT PERFORMED ARE ALL SHOWN ON THE FLOW CHARTS. INCLUDED IS THE ALGORITHM TO ESTIMATE THE COST OF DELAYS AND STOPS. THIS IS DONE BY AN EMPIRICAL CONSTANT AND VEHICLE OCCUPANCY. ALSO A FLOW CHART FOR THE COMPUTER ROUTINE FOR COMPUTATION OF STOPS WAS ADDED. /FHWA/
