PEDESTRIAN SAFETY INVOLVING PEDESTRIAN OVERPASSES /IN DANISH/

THIS REPORT CONTAINS RESULTS OF STUDIES OF PEDESTRIAN RISK IN OR NEAR PEDESTRIAN CROSSINGS, MAINLY IN COPENHAGEN. A COMPARISON SHOWS REMARKABLE SIMILARITIES BETWEEN RESULTS FROM LONDON AND COPENHAGEN. IN BOTH CITIES SIGNAL-CONTROLLED CROSSINGS HAVE LOW RISK VALUES WHILE STREET SECTIONS NEAR CROSSINGS HAVE VERY HIGH RISK VALUES. THE SPECIFIC EFFECTS OF DARKNESS AND RAIN ARE ANALYZED AND IT IS CONCLUDED THAT DRY-WEATHER DARKNESS INCREASES PEDESTRIAN RISK ABOUT 30% AND DAYLIGHT RAIN, ABOUT 100%. (THESE RESULTS COME FROM MAIN ARTERIALS IN DANISH PROVINCIAL CITIES.) TECHNICAL DETAILS ARE GIVEN FOR A SPECIAL LIGHTING SYSTEM (KNOWN AS THE COPENHAGEN SYSTEM), AND ITS EFFECTS ARE EVALUATED. PEDESTRIAN ACCIDENT DATA FROM COPENHAGEN STREETS DURING 1968 SHOW THAT THE COPENHAGEN SYSTEM HAS A MUCH BETTER DARKNESS/DAYLIGHT RELATION THAN SIGNAL-CONTROLLED CROSSINGS. IN FACT IT IS SHOWN THAT, IN CROSSINGS WITH THE COPENHAGEN SYSTEM, THERE IS NO SPECIAL DARKNESS EFFECT IN DRY WEATHER, WHILE A QUITE STRONG EFFECT PERSISTS IN SIGNAL-CONTROLLED CROSSINGS. AN ATTEMPT IS MADE TO PROVE DIRECTLY THE EFFECTS OF THE COPENHAGEN SYSTEM THROUGH A BEFORE-AND-AFTER STUDY BUT UNKNOWN CHANGES IN THE PEDESTRIAN TRAFFIC BETWEEN THE BEFORE AND AFTER PERIODS MAKE IT IMPOSSIBLE TO IDENTIFY THE CONTRIBUTION OF THE COPENHAGEN SYSTEM. /AUTHOR/
