AN OPTIMUM STYSTEM FOR TRAFFIC ENFORCEMENT /DRIVER CONTROL, FINAL REPORT: SUMMARY OF FINDINGS AND RECOMMENDATIONS; VOL. 1 (NO SUBTITLE); VOL. 2 (APPENDICES). (4TH REPORT: DEPT OF MTR VEH EVALUATION OF CONTRACTOR RECOMMENDATIONS.)

THE STUDY FOUND THAT, ALTHOUGH CALIFORNIA HAS ONE OF THE MOST ADVANCED APPROACHES TO TRAFFIC SAFETY IN THE WORLD, THERE ARE STILL MANY WEAKNESSES, GAPS, AND INCONCISTENCIES IN INDIVIDUAL PROGRAMS AS WELL AS A LACK OF EFFECTIVE OVERALL PLANNING AND COORDINATION AMONG THE AGENCIES INVOLVED IN PROMOTING TRAFFIC SAFETY. RECOMMENDATIONS ARE PRESENTED FOR IMPROVED DRIVER LICENSING PROCEDURES; MORE EFFECTIVE USE OF DRIVER RECORDS; IMPROVED POST-LICENSING CONTROL ACTIVITIES BY THE DEPARTMENT OF MOTOR VEHICLES; BETTER ALLOCATION OF TRAFFIC OFFICERS, SIMPLIFICATIONS IN TRAFFIC COURT PROCEDURES; A MORE UNIFIED APPROACH TO PENALIZING AND TREATING THE NEGLIGENT OPERATOR, DRUNK DRIVER, AND OTHER PROBLEM DRIVERS; MORE EFFECTIVE ENFORCEMENT OF DRIVER LICENSE SUSPENSIONS AND REVOCATIONS; MORE CENTRALIZED PLANNING AND COORDINATION OF TRAFFIC SAFETY PROGRAMS; AND A STUDY AND TESTING PROGRAM TO DEVELOP AND EVALUATE BETTER APPROACHES TO TRAFFIC SAFETY. THE FINDINGS AND RECOMMENDATIONS ARE PRESENTED IN DETAIL IN VOLUME 1 AND ARE SUPPORTED BY APPENDICES A THROUGH I, PUBLISHED AS VOLUME 2. THE FOURTH VOLUME IS THE DEPARTMENT OF MOTOR VEHICLES' EVALUATION OF THE RECOMMENDATIONS MADE BY THE CONSULTING FIRM. /AUTHOR/
