THE REDUCTION OF TRAFFIC DEATHS AND INJURIES AND ECONOMIC DIVIDENDS TO THE MOTORIST

THE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) HAS RESULTED IN REDUCTION OF TRAFFIC DEATHS AND INJURIES AND IN ECONOMIC DIVIDENDS TO MOTORISTS, IN THE FORM OF REDUCED INSURANCE RATES. IN INITIATING THE PROGRAM IN FLINT, MICHIGAN, 29 ENFORCEMENT OFFICERS WERE ADDED TO THE TRAFFIC FORCE. THE ENFORCEMENT COUNTERMEASURES INVOLVED THE SATURATION OF SELECTED LOCATIONS BY 20 ONE-MAN CARS ON STATIONARY AND MOVING PATROL DURING PEAK PERIODS. TEN CARS UTILIZE A TIME-DISTANCE SPEED MEASURING DEVICE AND THREE ARE EQUIPPED WITH RADAR. WARNING CITATIONS ARE ISSUED FOR NON- HAZARDOUS VIOLATIONS AND REGULAR CITATIONS ARE ISSUED FOR HAZARDOUS MOVING VIOLATIONS. IN 1970, WITH THE PROGRAM FULLY OPERATIONAL, DEATHS DECLINED FROM 31 TO 13, INJURIES FROM 1,857 TO 1,398, AND TOTAL ACCIDENTS WERE REDUCED BY 2000 OVER THE PREVIOUS YEAR. FEDERALLY-FUNDED DEMONSTRATION PROJECTS TO EVALUATE THE IMPACT OF STEP ARE UNDERWAY IN CHATTANOOGA, EL PASO, SACRAMENTO, TACOMA, AND FORT LAUDERDALE.
