TRAFFIC CONTROL PLAN FOR THE CBD

BEGINNING IN JANUARY 1970 COLUMBUS, OHIO, INSTITUTED THE FIRST OF THREE PHASES IN A PROJECT WHOSE PURPOSE IS TO REDUCE CBD PESTRIAN--VEHICLE CONFLICTS AND THE INJURIES THEY PRODUCE. THE APPROACH IS TO ORIENT THE CORE TO THE PEDESTRIAN. THE BASIC ACTIONS IN THE THREE PHASES ARE COMPLETION OF A ONE-WAY DISTRIBUTOR RING AROUND THE CORE, INCLUDING PROHIBITION OF BOTH LEFT AND RIGHT TURNS AT ONE MAJOR INTERSECTION; EXTENSION OF TURN PROHIBITIONS TO DISCOURAGE USE OF THE CORE BY THROUGH TRAFFIC AND CRUISING VEHICLES LOOKING FOR PARKING; AND CONVERSION OF A PAIR OF PARALLEL TWO-BLOCK SECTIONS TO PEDESTRIAN MALLS. EXPERIENCE WITH PEDESTRIAN MALLS IN 21 OTHER NORTH AMERICAN CITIES, SUMMARIZED IN A TABLE, SHOWS THAT "PEDESTRIANIZATION" OF THE CORE HAS A BENEFICIAL EFFECT ON BUSINESS, IN ADDITION TO IMPROVING THE APPEARANCE OF THE DOWNTOWN. THE COLUMBUS PLAN IS BEING COORDINATED WITH RELATED ACTIONS: ENCOURAGEMENT OF OFF-STREET PARKING AROUND THE ONE-WAY RING OUTSIDE THE CORE, IMPROVED AND GRADE-SEPARATED BUS TRANSIT FOR THE CORE AND OFF-STREET PARKING LOTS, IMPROVEMENT OF CERTAIN ARTERIAL STREETS AND FREEWAY RAMP CONNECTIONS, AND DISCOURAGEMENT OF CURB CUTS. THE STATUS AND FORESEEABLE DIFFICULTIES OF THE PROJECT ARE DISCUSSED.
