TRAFFIC BANNED IN BUSINESS DISTRICT

A REPORT PREPARED FOR THE ORGANIZATION FOR ECONOMIC COOPERATION AND DEVELOPMENT, DIRECTORATE FOR ENVIRONMENTAL AFFAIRS, DESCRIBES HOW AN EXPERIMENTAL CBD TRAFFIC RESTRAINT PROGRAM HAS SUCCEEDED AFTER A YEAR'S TRIAL IN GOTHENBURG, SWEDEN, A CITY WITH A POPULATION OF 450,000. DURING THE PRE-CHRISTMAS PERIOD OF 1969 A MORE RADICAL EXPERIMENT---ABOLISHMENT OF UNAUTHORIZED VEHICULAR TRAFFIC IN PART OF THE CBD--- WAS FOUND TO INVOLVE TOO MANY LEGAL FACTORS. THE PRESENT PROGRAM, WHICH IS TO BE EXPANDED IN COMING YEARS, IS AIMED AT REARRANGING THE DISTRIBUTION OF VEHICLE FLOW IN SUCH A WAY THAT PEOPLE LIVING, WORKING, AND SHOPPING IN THE CBD CAN EXPERIENCE AN IMPROVED ENVIRONMENT. ABOUT A MONTH BEFORE THE CHANGE, ALL OFFICES, DEPARTMENT STORES, SHOPS, THEATERS, AND APARTMENT HOUSES WITHIN THE AREA TO BE AFFECTED BY THE RESTRAINT SCHEME RECEIVED BY MAIL A PAMPHLET EXPLAINING THE OBJECTIVES AND IMPLEMENTATION OF THE PROGRAM. ALL PICKUP AND DELIVERY SERVICES, THE TAXI COMPANY, THE POST OFFICE DEPARTMENT, AND GOODS HAULERS WERE SIMILARLY NOTIFIED. MOST GROUPS AFFECTED, INCLUDING MOTORISTS, APPEAR TO HAVE RECEIVED THE PROGRAM FAVORABLY. TAXI DRIVERS HAVE ASKED FOR THE PRIVILEDGE OF CROSSING BORDERLINES BETWEEN ZONES AND TO UTILIZE LANES NOW RESERVED FOR PUBLIC TRANSPORTATION VEHICLES. CONGESTION PROBLEMS, STATES THE REPORT WHICH IS ENTITLED "THE GOTHENBURG TRAFFIC RESTRAINT SCHEME," HAVE MOVED TO ADJACENT AREAS WHERE PEAK-HOUR CAPACITY DEFICIENCY AT SOME INTERSECTIONS IS CAUSING SERIOUS DELAYS OF THE PUBLIC TRANSPORT VEHICLES. IT IS FOR THIS REASON THAT ENLARGEMENT OF THE PROGRAM IS CONSIDERED INDISPENSABLE.
