Research on Methods to Monitor Soundness of the Organization
In order to continuously improve safety for railway operators, risks and the factors influencing them need to be identified. It is important to continuously monitor organizations in order to identify situations as to whether or not they are sound, in terms of safety, and whether they are heading in a good or bad direction. The research presented in this article identifies such a monitoring system as "monitoring of the soundness of the organization." A diagnosis framework is constructed by the authors, with the viewpoint that assessment of the state of efforts related to safety is an important one. A questionnaire survey based on this viewpoint was conducted for office employees of a branch office. Results show that respondents were able to quantify issues that they experienced from day-to-day, which demonstrates the possibility of establishing a method for diagnosing the state of efforts related to safety.
