EMERGENCY HIGHWAY TRAFFIC REGULATION THROUGH CORRESPONDENCE

THE EMERGENCY HIGHWAY TRAFFIC REGULATION (EHTR) PROGRAM HAS FORMALIZED THE BASIC CONCEPTS FOR TRAINING. BASIC CONCEPTS THAT MUST BE SUCCESSFULLY PRESENTED IN THE TRAINING PLAN ARE: (1) IN A SIZEABLE DISASTER WHETHER NATURAL OR NUCLEAR, THERE ARE GOING TO BE PROBLEMS MOVING TRAFFIC ON ANY HIGHWAY SYSTEM, (2) A CONCERTED EFFORT OF PROBLEM ANTICIPATION PRIOR TO THE DISASTER MUST BE ATTEMPTED, (3) THE SCOPE AND MAGNITUDE OF THE PROBLEMS COULD EASILY EXTEND BEYOND THE CONTROL OF EXISTING GOVERNMENTAL CAPABILITIES, (4) GOVERNMENT AGENCIES WILL REQUIRE SUPPLEMENTAL VOLUNTEERS TO ACCOMPLISH THEIR NORMAL RESPONSIBILITIES, (5) PREDICTABILITY OF ALL PROBLEMS IN AN EMERGENCY IS NOT POSSIBLE THEREBY MAKING SPECIFIC JOB ASSIGNMENTS PRACTICALLY IMPOSSIBLE, AND (6) SOME HIGHWAYS WILL BE UNAVAILABLE FOR USE DURING PERIODS OF EMERGENCY. SAMPLES OF THE STUDENTS BEING TRAINED BY CORRESPONDENCE INDICATED THEY DID NOT ABSORB THESE BASIC IDEAS. HOWEVER, THEY DID UNDERSTAND THE INTENT OF EHTR. THE NEWLY DESIGNED COURSE CONTENT FOR TRAINING EHTR SEEMS TO BE ADEQUATE.
