IN THE LIMITED FIELD OF HIGHWAY SAFETY THE CONSEQUENCES OF LEGAL SANCTIONS AND DETERMINATION OF THE CONSEQUENCES ARE EXPLORED. THERE IS AMPLE EVIDENCE THAT HUMAN BEHAVIOR CAN BE INFLUENCED BY THE APPLICATION OF LEGAL SANCTIONS. LEGAL NORMS HAVE A MORAL AND EDUCATIVE INFLUENCE: THE POTENTIAL OFFENDER FEARS THE CONSEQUENCES ATTENDANT UPON VIOLATIONS; INCULCATION OF NORMS - ESPECIALLY AT AN EARLY AGE AND WHEN PERIODICALLY RE-INFORCED - RESULTS IN HABITUAL AND UNCONSCIOUS BEHAVIOR CONFORMING TO THESE NORMS.
