RESEARCH PROBLEM STATEMENTS ABOUT HIGHWAY SAFETY

DURING 1971 THE COMMITTEE ON TRAFFIC RECORDS OF THE HIGHWAY RESEARCH BOARD DEVELOPED THREE PROBLEM STATEMENTS REPRESENTING CRITICAL AREAS REQUIRING FURTHER RESEARCH. IN THE AREA OF ACCIDENT EXPOSURE, ISOLATION AND MEASUREMENT OF EXPOSURE PARAMETERS IS SOUGHT. MULTI-PARAMETER EXPOSURE MODELING IS NEEDED TO RECOMMEND SOLUTIONS. IN THE AREA OF LOCATING INCIDENTS ON THE HIGHWAY, CRITERIA TO DETERMINE THE BEST FIELD REFERENCE SYSTEM ARE SOUGHT. IN THE AREA OF LOSS EVALUATION IN TRAFFIC ACCIDENTS, A MORE SENSITIVE INDEX IS SOUGHT. THE MEASUREMENT MUST BE RELATABLE TO DOLLAR VALUES, CAPABLE OF FIELD USE, AND WIDELY USED SO THAT STATES AND CITIES MAY BE COMPARED.
