URBAN VEHICLE MONITORING: TECHNOLOGY, ECONOMICS, & PUBLIC POLICY, VOLUME 1: SUMMARY REPORT

BETWEEN AUGUST 1968 AND OCTOBER 1971 A TWO-PHASE PROJECT WAS UNDERTAKEN TO EVALUATE THE FEASIBILITY, CONFIGURATION, AND USE OF A PUBLIC URBAN LOCATOR SERVICE (PULSE) AND PARTICULARLY OF ITS APPLICATION, IN THE FORM OF AUTOMATIC VEHICLE MONITORING (AVM), TO TRANSIT BUSES, TAXICABS, POLICE CARS, AND OTHER PUBLIC VEHICLES. THE PURPOSE OF THE PROJECT WAS TO LAY A FOUNDATION FOR DEMONSTRATION OF A SYSTEM THAT CAN AUTOMATICALLY REPORT THE LOCATION OF MOVING OBJECTS. DURING THE FIRST PHASE THE FEASIBLE TYPES OF AVM WERE NARROWED TO RADIO-LOCATION SYSTEMS AND TWIN-WHEEL ODOMETER SYSTEMS, THE SECOND BEING DISCARDED AT THE BEGINNING OF PHASE TWO. ALTERNATIVE RADIO DESIGNS WERE TESTED IN COMPUTER SIMULATIONS UNDER VARIOUS PROPAGATION REGIMES AND URBAN SIZES. IN ADDITION TO THE ODOMETER, OR DEAD-RECKONING, SYSTEM (DAVM) A PROXIMITY SYSTEM (PAVM) WAS ALSO TRIED AND DISCARDED, LEAVING SEVERAL VERSIONS OF A TRIANGULATION SYSTEM (TAVM), ALL OF THEM OPERATING AT FREQUENCIES OVER 1000 MHZ. THESE WERE PHASE-RANGING, PULSE-RANGING, AND LORAN-C. A PARAMETRIC ANALYSIS WAS MADE OF THE CANDIDATE SUBSYSTEMS. APPLICATIONS, COSTS, AND PRICING IN CITIES OF VARIOUS SIZES WERE STUDIED. IT IS RECOMMENDED THAT THE FCC MAKE AVAILABLE FOR A PERIOD OF 3--4 YEARS A WIDE-BAND 10-MHZ CHANNEL FOR TAVM DEMONSTRATION PURPOSES. IT IS SUGGESTED THAT THE DEMONSTRATION CONCENTRATE ON POLICE WORK AND PUBLIC TRANSPORTATION; ON THE PRACTICABILITY OF JOINT USE BY SEVERAL TYPES OF USERS; AND ON DETERMINATION OF WHICH OF THE TWO PREFERRED TECHNOLOGIES---PULSE-RANGING AND LORAN-C---IS SUPERIOR.
