RISK CONCEPTS IN DANGEROUS GOODS TRANSPORTATION REGULATIONS- SPECIAL STUDY

THERE IS NO UNIFORM FRAMEWORK FOR ANALYZING THE PROBLEMS OF DANGEROUS GOODS TRANSPORTATION, AND THE PRESENT REGULATIONS FOCUS ON THE INHERENT NATURE OF THE COMMODITIES RATHER THAN THE RISKS CREATED BY THEIR MOVEMENT. THIS STUDY EXAMINES THE DEVELOPMENT OF EXISTING REGULATIONS AND DISCUSSES THE NEED FOR A NEW APPROACH. A FRAMEWORK WHICH MIGHT BE EMPLOYED FOR GUIDING RISK IDENTIFICATION, EVALUATION, AND REDUCTION IS SUGGESTED. ADOPTION OF A RISK- BASED FRAMEWORK FOR DANGEROUS GOODS REGULATIONS IS NECESSARY, DESIRABLE, AND FEASIBLE. /HSL/
