In The Netherlands, rail transport of hazardous materials is organised right through city centres. This leads to problems concerning urban planning in several Dutch cities. The aim of this research is to evaluate the way in which Dutch authorities develop and implement (external) safety policy in the context of urban development adjacent to railways and to suggest improvements for decision making.
