Addressing transport disadvantage of older, disabled and low income population groups

The research summarises the findings of a comparison of the transport and land-use strategies of three cities with regard to their coverage of and dealing with 'transport disadvantage'. Aware that transport disadvantage covers a broad range of problems the comparison concentrates on the issues of ageing, disability and low income population. The reason for this was that these problem areas are quite common in different cities around the world and are also currently not addressed in detail in Melbourne. This study investigates how these issues are measured and defined (e.g. 'older population = 65 and older'), what targets have been developed, what programs are used to achieve the targets and what the magnitude of the issue is in the different cities (e.g. what is the percentage of the ageing population). The cities investigated are located in Canada and the US. They feature similar issues of ageing and growth as well as comparable levels of development. This paper will summarise the different approaches towards transport disadvantage and will highlight which programs and measures could potentially be applied to Melbourne.
