One of the biggest obstacles to the adoption of congestion pricing is concern about privacy. Data collected to determine road user charges can also be used to track movement and otherwise possibly infringe on personal privacy. To overcome such objections, traffic agencies should design systems with privacy as a key element in design process. Principles of "Privacy by Design" include being proactive; employing privacy as the default; embedding privacy concepts in IT architecture; accommodating full functionality in a "win-win" manner; and, ensuring transparency.
