A comprehensive multi-level approach for passing safe routes to school and complete streets policies in Hawaii
This paper examines the Healthy Hawaii Initiative, which worked to change policies in Hawaii to change the built environment to promote a more active transportation model. The group held meetings, planning sessions and workshops between 2007 and 2009 to educate and involve stakeholders. The process resulted in the introduction of the Complete Streets and Safe Routes to Schools (SRTS) legislation in January 2009, and advocacy groups testified at hearings for the bill and helped move it through the legislature. Through public engagement on many different levels, the Healthy Hawaii Initiative was able to involve champions and stakeholders in the process, ultimately leading to the successful passage of the legislation.
