THE DEVELOPMENT OF INSTRUCTIONAL OBJECTIVES FOR DRIVER EDUCATION THROUGH AN ANALYSIS OF THE DRIVER'S TASKS

THE HUMAN RESOURCES RESEARCH ORGANIZATION (HUMRRO) RECENTLY COMPLETED A STUDY TO DEVELOP INSTRUCTIONAL OBJECTIVES FOR DRIVER EDUCATION COURSES THROUGH AN ANALYSIS OF THE DRIVER'S TASKS. THE STUDY BEGAN WITH AN ANALYSIS OF THE HIGHWAY TRANSPORTATION SYSTEM IN ORDER TO IDENTIFY THE BEHAVIORS WHICH THIS SYSTEM REQUIRED OF THE DRIVER. OVER 1,000 BEHAVIORALLY RELEVANT CHARACTERISTICS OF THE SYSTEM WERE IDENTIFIED AND ANALYZED, BOTH INDIVIDUALLY AND IN COMBINATION WITH ONE ANOTHER, TO IDENTIFY THE SPECIFIC BEHAVIORS REQUIRED. THE RESULT WAS A LIST OF OVER 1,700 BEHAVIORS THAT WERE ORGANIZED INTO 36 ON-ROAD AND 9 OFF-ROAD TASKS. EACH BEHAVIOR WAS EVALUATED FOR ITS CRITICALITY BY MEANS OF A RANKING PROCESS THAT WAS CARRIED OUT BY 100 HIGHWAY SAFETY SPECIALISTS. FROM THE ORIGINAL LIST OF DRIVING BEHAVIORS, THOSE BEHAVIORS CONSIDERED SUFFICIENTLY CRITICAL TO BE REQUIRED OF BEGINNING DRIVERS WERE SELECTED TO BECOME DRIVER EDUCATION PERFORMANCE OBJECTIVES. THE OBJECTIVES WERE GROUPED INTO FIVE LEVELS OF CRITICALITY, AND PERFORMANCE STANDARDS SPECIFYING THE MINIMUM PERCENT OF OBJECTIVES THAT MUST BE CORRECTLY PERFORMED AT EACH LEVEL WERE DEVELOPED. A SET OF ENABLING KNOWLEDGE AND SKILL OBJECTIVES WERE PREPARED IN SUPPORT OF PERFORMANCE OBJECTIVES. TO ASSIST DRIVER EDUCATORS IN ASSESSING THE DEGREE TO WHICH INSTRUCTIONAL OBJECTIVES HAVE BEEN ATTAINED, A KNOWLEDGE AND PERFORMANCE TEST WAS DEVELOPED. /AUTHOR/
