Current Practice of Modeling the Impact of Roadway Tolls on Mode Choice

This study is to present the current practice of modeling the impact of roadway tolls with the mode choice model. Classification of explanatory variables reveals that four interrelated dimensions of analysis impose significant influence on mode choice, including socioeconomic, travel cost, temporal and categorical. The technologies to acquire input data are explained based on two types of data sources: surveys and observations. The procedure of populating and calibrating the logit model is described to determine the coefficients associated with each explanatory variable. The impact magnitude of influence factor is summarized and the elasticity of each variable is investigated based on a wide range of analyses. This study provides a solid methodology to evaluate the feasibility and efficacy of operational decisions, such as the implementation of variable toll pricing or traffic demand management schemes. Crucial statistics such as elasticity and mode split also emerge from mode choice modeling, giving planners and policy makers a powerful tool to manage the present and future transportation environment.
