Evaluating the achievements and impacts of EC framework programme transport projects

This article proposes different elements and evaluation methods to include in a framework to determine the value and impact of transportation projects according the European Commission's (EC) Framework Programmes (FP). A two-dimensional methodology is developed to track the achievement of project objectives in different levels and gauge four impact groups - impacts on management and co-ordination, scientific impacts, impacts on customers, and societal impacts. The methodology used evaluation matrices, questionnaires, user interviews, and workshops to perform the evaluations. While the framework was effective for monitoring the efficacy of individual projects, there lacked a method to ensure that the goals of individual projects contributed to higher-level objectives. Recommendations for more consistency across the FP work programmes are made, which should make further analysis and evaluation easier and more valuable.
