PROGRAMMING HAZARD-REDUCING IMPROVEMENTS

GUIDELINES DEVELOPED FOR PROGRAMMING SAFETY IMPROVEMENTS REPRESENT A SYNTHESIS OF EXISTING PRACTICES' ACCIDENT REPORTING AND HAZARD IDENTIFICATION, ACCIDENT ANALYSES, SPOT IMPROVEMENT PROGRAMS, SAFETY VALUES IN REGULAR IMPROVEMENT PROGRAMS, AND MANAGEMENT AND RESEARCH. EFFORTS ARE BEING MADE BY SEVERAL STATES TO IMPROVE ACCIDENT REPORTING BY GETTING BOTH MORE COMPLETE COVERAGE AND MORE PRECISE DEFINITION OF THE LOCATIONS AT WHICH ACCIDENTS OCCUR. USES OF ELECTRONIC DATA PROCESSING SHOW REAL PROMISE FOR MUCH WIDER APPLICATION IN THE ESTABLISHMENT OF HAZARDOUS LOCATIONS. SPOT SAFETY IMPROVEMENT PROGRAMS ARE BEING GIVEN SPECIAL ATTENTION THROUGH LEGISLATIVE OR ADMINISTRATIVE PROVISIONS.
