PUBLIC UTILITY PROBLEMS

THE PAPER CONSIDERS EXISTING PRACTICES OF INSTALLING UTILITY SERVICES WITHIN THE ROAD RESERVE. ALTERNATE METHODS, REINSTATEMENT PROCEDURES, CONSTRUCTION TECHNIQUES, AND JOINT USE OF TRENCHES AND UNDERGROUND DUCTS ARE DESCRIBED. THE USE OF PRECAST CONCRETE DUCTS LAID FLUSH WITH AND INCORPORATED INTO THE FOOTPATH IS SUGGESTED. LEGISLATION TO COORDINATE INSTALLATION PROCEDURES SHOULD EFFECT: (1) PAYMENTS BY THE UTILITIES AUTHORITIES TO REPAIR ROADWAYS DISTURBED BY TUNNELS AND TRENCHES, (2) THE USE OF COMMON SURFACE CONDUITS, (3) THE RIGHT TO REQUEST THE UNDERGROUNDING OF ALL UTILITY SERVICES, (4) ADEQUATE CONSIDERATION OF ENVIRONMENTAL IMPACT, (5) THE DIVORCE OF UTILITY SERVICE EASEMENTS FROM THE ROAD RESERVE.
