THE USE OF MOBILE EMERGENCY TEAMS IN SNOW REMOVAL

THE MOBILE EMERGENCY TEAMS (MET) WERE ORGANIZED BY PENNSYLVANIA'S DEPARTMENT OF TRANSPORTATION FOR SNOW EMERGENCIES IN ORDER TO ACHIEVE THE BEST UTILIZATION OF EQUIPMENT AT THE LOWEST COST. THE FOLLOWING FACTORS WERE CONSIDERED IN DEVELOPING MET: (1) SIZE AND GEOGRAPHY OF THE STATE, (2) METEOROLOGICAL INFORMATION, AND (3) COSTS OF EQUIPMENT ROUTING VERSUS CONTRACTING. MET IS ORGANIZED AT THE COUNTY LEVEL, THEREFORE, THE CREW ORGANIZATION AND THE MINIMUM EQUIPMENT REQUIREMENTS ARE HANDLED BY THE COUNTIES. HOWEVER, IF EMERGENCIES EXIST, MEN AND EQUIPMENT CAN BE TRANSFERRED BY THE BUREAU OF MAINTENANCE.
