REORGANIZATION FROM PATROL TO GANG - TYPE MAINTENANCE

TEAM MAINTENANCE CONCEPTS ARE DISCUSSED UNDER THE FOLLOWING: (1) FLEXIBILITY, (2) PLANNING AND SCHEDULING, (3) OPERATIONS, AND (4) PATROLLING. MATHEMATICAL MODELS WERE USED IN DETERMINING MANPOWER AND EQUIPMENT REQUIREMENTS FOR EACH TEAM SECTION BY CONSIDERING SUCH VARIABLES AS MILES OF PAVEMENT, TRAFFIC VOLUME, HIGHWAY CLASSIFICATION, ETC. SOME OF THE ACCOMPLISHMENTS HAVE BEEN: MAINTENANCE WORK LOADS ARE DIRECTLY RELATED TO LABOR AND EQUIPMENT RESOURCES; NONTECHNICAL EMPLOYEES WERE REDUCED FROM OVER 4,000 TO APPROXIMATELY 3,400; MOBILE COMMUNICATIONS WERE EXPANDED TO INCLUDE ALL SNOW ROUTE TRUCKS; AND FLEXIBILITY IS AVAILABLE TO HANDLE ALL NORMAL MAINTENANCE SITUATIONS.
