The Application of Accessibility Planning to Develop a Locational Policy for the West Midlands

This paper is based upon research that was commissioned by the West Midlands Chief Engineers and Planning Officers Group (CEPOG) to support its Accessibility Planning Working Group (APWG) in the development of an accessibility standards policy to guide the location of developments. The paper drew upon a review of current accessibility and locational policies and It looked at guidance, standards, research and practical examples within the United Kingdom (UK), as well as some selected examples from Europe. Different modes of transport were considered along with different ways in which to assess accessibility. It was intended that the paper should provide guidance to CEPOG, which may in turn influence the formulation of Strategic Housing Land Availability Assessments and Development Plan Documents.
