PLANNING SNOW AND ICE CONTROL

THE MOST ECONOMICAL WAY OF MAKING CERTAIN THAT THE SNOW AND ICE CONTROL STANDARD DATED JUNE 1,1966, IS MET IS THROUGH PLANNING. THE MINIMUM EQUIPMENT AND PERSONNEL NEEDED TO MEET THIS STANDARD IN VIRGINIA ARE DESCRIBED. PLANNING RULES ARE DISCUSSED AND THE PROCEDURES ARE OUTLINED AS FOLLOWS: (1) MARK OFF AREA BOUNDARIES ON A COUNTY MAP, (2) INDICATE SNOW REMOVAL PRIORITIES OF EACH ROAD, (3) MAKE A SKETCH OF THE IMPORTANT ROADS TO PERMIT DRAWING SALTING AND PLOWING ROUTES IN DETAIL, (4) LAY OUT SALTING ROUTES ON THE SKETCH TO MAKE EQUIPMENT ASSIGNMENTS, AND (5) USE THE PLAN FORM TO DETERMINE THE INSTRUCTIONS FOR EACH SPREADER. ECONOMIC PLANNING REQUIRES ENOUGH PERSONNEL AND EQUIPMENT AVAILABLE TO MEET THE EMERGENCY DURING A HIGH RATE OF SNOWFALL. CHEMICALS ARE USED ON PRIORITY ONE ROADS AS SOON AS THE SNOW BEGINS TO STICK TO THE SURFACE. THEY ARE USED ON PRIORITY TWO ROADS ONLY WHEN (1) SLEET OR FREEZING RAIN IS THE CASE, OR (2) THE FORECAST AMOUNT OF SNOWFALL AND THE TEMPERATURE IS SUCH THAT THIS WILL ELIMINATE THE NEED FOR FURTHER ATTENTION. UNDER NORMAL CIRCUMSTANCES, NO CHEMICALS SHALL BE USED ON LOWER PRIORITY ROUTES.
