A CONCEPT OF THE MAINTENANCE MANAGEMENT PROBLEM INSOFAR AS IT HAS BEEN ESTABLISHED BY PRELIMINARY INVESTIGATIONS IN GREAT BRITAIN

A SIMPLIFIED VIEW OF THE CONCEPTS OF THE MAINTENANCE PROBLEM PROBLEM IN GREAT BRITAIN AND OF THE PRESENT ORGANIZATION OF HIGHWAY MAINTENANCE IS PRESENTED. THE NECESSARY REQUIREMENTS FROM A MANAGEMENT SYSTEM ARE DISCUSSED. THE MANAGEMENT SYSTEM MUST INSURE THAT (1) THE AIMS OF THE ORGANIZATION ARE CARRIED OUT AND THAT UNNECESSARY WORK OR EXPENDITURE IS NOT INCURRED, (2) THE QUALITY AND AMOUNT OF WORK MEETS THE AIMS, AND (3) VALUE IS OBTAINED FOR THE MONEY SPENT. ESTABLISHMENT OF MAINTENANCE STANDARDS OVER THE WHOLE RANGE OF CONDITIONS IN GREAT BRITAIN IS CONSIDERED TO BE THE FIRST PRIORITY TASK. AFTER THAT STUDIES WILL BE MADE TO DETERMINE THE WAY FUNCTIONS ARE CARRIED OUT ON SITE, TO RAISE PRODUCTIVITY, AND REDUCE EXPENDITURES. STUDIES OF MANAGEMENT TOOLS WILL INCLUDE INFORMATION FLOW AND DECISION-MAKING. TABLES GIVE GREAT BRITAINS HIGHWAY AUTHORITIES AND THEIR RESPONSIBILITIES, ROAD CLASSIFICATION, AND SOURCES OF FUNDS.
