AN APPROACH TO PERFORMANCE RATING

STUDIES MADE IN ILLINOIS TO SET UP A STANDARD OF MAINTENANCE OF HIGHWAYS ARE REPORTED. THE METHOD DEVELOPED TO REPORT MAINTENANCE COSTS AND ACCOMPLISHMENTS IS DESCRIBED. THIS SYSTEM WAS PUT INTO EFFECT JULY 1, 1967, AND IT IS HOPED IT WILL PROVIDE INFORMATION NECESSARY FOR PROPER MANAGEMENT AND FOR MEASUREMENT OF THE PERFORMANCE OF EMPLOYEES. A PHYSICAL INVENTORY WAS MADE OF THE ENTIRE HIGHWAYS SYSTEM. THIS INVENTORY WAS MADE BY SUB-SECTIONS TO LEARN WHAT EACH SUB-SECTION HAS IN ITS OWN MAINTENANCE REQUIREMENTS. IT IS HOPED THAT THIS METHOD WILL GIVE A GOOD PERFORMANCE RATING FOR THE VARIOUS MAINTENANCE CREWS AND DISTRICTS IN ILLINOIS.
