AMTRAK: ECONOMIC ASPECTS OF FEDERAL RAILROADING

This paper examines the limited financial and passenger data available concerning Amtrak operations to date and discusses the rationale for continued Federal subsidy. First, an estimate of the benefits accruing to the railroads is constructed from passenger deficits and entry payments, then the Amtrak budget projections are presented and analyzed, including cost and revenue information on the individual routes. Finally a number of justifications for continuing Federal subsidy are evaluated in the context of the competitive position of rail passenger service.
