REPORTS BY THE TECHNICAL COMMITTEE ON WINTER MAINTENANCE

MEMBERS OF THE TECHNICAL COMMITTEE FROM GERMANY, BELGIUM, FRANCE, UNITED KINGDOM, ITALY, POLAND, AND SWITZERLAND REPORTED WINTER CONDITIONS AND WINTER MAINTENANCE SERVICE IN THEIR RESPECTIVE COUNTRIES. THEY DISCUSSED: (1) AVERAGE DURATION OF THE WINTER AND WINTER MAINTENANCE, (2) STATUTORY PROVISIONS REGARDING WINTER MAINTENANCE, (3) REGULATION OF THE DURATION, THE NATURE AND THE EXTENT OF THE WINTER MAINTENANCE SERVICE, (4) USE OF ABRASIVE MATERIALS OR CHEMICAL MELTING AGENTS AGAINST SHEET-ICE, AND THE AVERAGE CONSUMPTION PER YEAR AND PER KILOMETER, (5) TYPES OF EQUIPMENT USED IN WINTER MAINTENANCE SUCH AS V-BLADES, SNOWPLOWS, SPREADERS FOR ABRASIVES OR CHEMICALS, AND (6) ANNUAL EXPENDITURE ON WINTER MAINTENANCE. A TALK WAS GIVEN ON STUDIES BEING CONDUCTED OF WINTER MAINTENANCE CONDITIONS AND ON THE RESULTS ACHIEVED USING ICE-WARNING DEVICES AT INZELL BY MR. CROCE. FOUR ICE-WARNING DEVICES ARE COMPARED. THE WARNING DEVICE DEVELOPED BY THE METEOROLOGICAL INSTITUTE OF MUNICH UNIVERSITY OPERATED WITH A TEMPERATURE SOUNDER INSTALLED IN THE ROADWAY AND AN INDICATOR DEVICE INSTALLED ALONGSIDE FOR INDICATING THE CONDENSATION OF THE ATMOSPHERE PLACED AT A HEIGHT OF ABOUT 2 METERS FROM THE GROUND WAS THE MOST SATISFACTORY. THE INDICATOR WAS COMPOSED OF TWO ELEMENTS MOUNTED IN PARALLEL, EACH CLOSING A CIRCUIT WHEN WET. THE MUNICH WARNING DEVICE PROVED TO BE MORE EFFICIENT THAN THE OTHERS, HAVING 50% FOR WARNING OF SLIPPERINESS DUE TO SNOW. HOWEVER, THE STUDY OF FROST WARNING DEVICES MUST BE CONTINUED.
