EQUIPMENT ALLOCATION PROBLEM

The paper presents a set of general linear programming models addressing themselves to the problem of allocating commodity flows on the inland waterway system to transport equipment units. The first section is a tow generation program (TOWGEN) which produces a time ordered list of tow departures throughout the system. This list is then processed by a waterway simulation program (WATSIM). The usefulness of this paper is not limited to TOWGEN or the waterway systems in general but in fact the models presented here are applicable to any mode of transportation. Since the initial application of these models is made in the waterway system, however, a brief description of TOWGEN is provided in the next section.
