MAINTENANCE MANAGEMENT OF TRAFFIC SIGNAL EQUIPMENT AND SYSTEMS

THIS REPORT, WHICH WILL BE OF INTEREST TO ADMINISTRATORS, TRAFFIC CONTROL AND OPERATIONS OFFICIALS AND OTHERS RESPONSIBLE FOR MANAGING THE MAINTENANCE OF TRAFFIC SIGNAL EQUIPMENT AND SYSTEMS, DISCRIBES AND EVALUATES CURRENT AGENCY PARCTICES IN STAFFING, EQUIPPING, ESTABLISHING COMMUNICATIONS, BUDGETING AND OPERATING, INVOLVED IN ROUTINE MAINTENANCE, PREVENTIVE MAINTENANCE, AND EMERGENCY REPAIR OF TRAFFIC SIGNAL EQUIPMENT AND SYSTEMS. THE DIFFERENT CATEGORIES OF TRAFFIC SIGNAL EQUIPMENT AND SYSTEMS ARE REVIEWED, AND THE MAINTENANCE EFFORT ITSELF IS DES- CRIBED. A MAINTENANCE PROGRAM COVERS A BROAD RANGE OF WORK ITEMS. SIGNAL HEADS AND POLES ARE VISUALLY INSPECTED AT FREQUENT INTERVALS. RELAMPING PROCEDURES VARY IN DIFFERENT JURISDICTIONS. SIGNAL LENSES AND REFLECTORS ARE CLEANED TO ENSURE MAXIMUM LIGHT TRANSMISSION. THE INTERVAL BETWEEN CLEANINGS DEPEND ON MOUNTING HEIGHT AND ENVIRONMENTAL CONDITIONS. INSPECTION OF DETECTORS AND CONTROL EQUIPMENT, IT OUTLINED. SPECIAL PROBLEMS ARE ASSOCIATED WITH CENTRAL COMPUTER CONTROL OF TRAFFIC SIGNAL SYSTEMS. DETECTION OF POOR MAINTENANCE AND MALFUNCTION, MAY BE PERFORMED THROUGH REGULAR PATROLLING AND THROUGH COOPERATION OF POLICE AND OTHER GOVERNMENT EMPLOYEES. THE TRAINING OF SIGNAL MAINTENANCE PERSONNEL IS DISCUSSED, AS IS ALSO, THE EQUIP- MENT USED FOR SIGNAL MAINTENANCE. SIGNAL MAINTENANCE IS PERFORMED BY CONTRACT IN SOME JURISDICTIONS. MAINTENANCE OF TRAFFIC SIGNALS REQUIRES A HIGH DEGREE OF MANAGEMENT. THERE IS A NEED FOR MANAGEMENT CONTROL OF INVENTORY, AND ADMINISTRATIVE CONTROLS SUCH AS WORK ORDER COMPLETION REPORTS. FISCAL CONTROLS INCLUDE COST ACCOUNTING, BUDGETING AND PAYROLL CONTROL. CONCLUSIONS BASED ON THE REPORT ARE PRESENTED.
