THE ADVANCE INCREMENT PROGRAM FOR HIGHWAY MAINTENANCE EMPLOYEES ON THE NEW YORK STATE THRUWAY
THE PROGRAM WHICH WAS PLANNED TO ELIMINATE THE SALARY INEQUITIES IN THE HIGHWAY MAINTENANCE ORGANIZATION STATES THAT NEWLY HIRED CONSTRUCTION EQUIPMENT OPERATORS - LIGHT (CEOL) WOULD BE ELIGIBLE FOR A FIVE YEAR TRAINING PROGRAM COINCIDING WITH THEIR ADVANCEMENT TO THE NORMAL MAXIMUM OF SALARY GRADE 8. UPON COMPLETION OF THE COMPREHENSIVE PROGRAM OF INTENSIVE TRAINING IN EQUIPMENT OPERATION AND RELATED DUTIES, THE EMPLOYEE WOULD BE SUBJECTED TO A PERFORMANCE TEST IN ORDER TO QUALIFY FOR THE ADDITIONAL COMPENSATION PROVIDED FOR IN THE PROGRAM. INSTRUCTORS TRAINING COURSES WERE SCHEDULED FOR THOSE OUTSTANDING OPERATORS CHOSEN TO INSTRUCT THE PROGRAM PARTICIPANTS. FIFTY HOURS ANNUALLY OF FORMAL INSTRUCTION WAS ESTABLISHED AS A STANDARD, TWENTY FIVE OF WHICH MUST BE THE EMPLOYEE'S OWN TIME. ON THE JOB TRAINING OF 25 HOURS COMPLETES THE ANNUAL TRAINING REQUIREMENT. THE COMPOSITION OF THE PERFORMANCE TEST TEAM IS DESCRIBED. FORMS USED TO RECORD TRAINING AND EVALUATION IN THIS PROGRAM ARE REPRODUCED.
