IF 1935 IS USED AS A BASELINE, THEN THE 1951 COST OF LABOR HAS RISEN 164%; THE COST OF MATERIALS, 71%; THE COST OF EQUIPMENT RENTAL, 106%; AND THE COST OF OVERHEAD, 101%. THE COST OF MAINTAINING THE COUNTRY'S HIGHWAYS INCREASED 102%, TO 1.435 BILLION DOLLARS, OR 60% OF THE EXPENDITURE FOR CAPITAL IMPROVEMENT TO THE HIGHWAY SYSTEM. A SURVERY WAS MADE THAT BREAKS DOWN ALL OF THESE COSTS INTO FINE DETAIL.
