Toll road pavement management: planning to execution: case study

This paper deals with the planning, management and execution of pavement maintenance and rehabilitation works on the N3 Toll Road concession contract between Johannesburg and Durban in South Africa. This concession contract commenced in 1999 and includes the design, construction, financing, operation and maintenance of 415 km of dual carriageway roadway carrying between 5000 and 16,000 vehicles, of which 35 per cent are heavy vehicles, per direction per day. The paper focuses on the annual cycle of planning, management and execution of works to sustain and protect the road asset, with an emphasis on procedures required for meeting contractual obligations of functional condition and hand-back criteria for remaining pavement life. The paper thus covers current practices related to annual data collection, analysis, reporting, and fulfilling contractual obligations. The authors respectively represent the concessionaire and the consultant, thus providing a general perspective on lessons learnt from the first 10 contract years. The paper draws conclusions on perceived best practices related to the use of road condition information to effectively plan future road maintenance and rehabilitation works in toll road concession contracts of a similar nature.
