FEASIBILITY OF USING SOLID WASTE IN HIGHWAY CONSTRUCTION AND MAINTENANCE

THE FEASIBILITY WAS INVESTIGATED OF UTILIZING THE LITTER GATHERED FROM THE HIGHWAY RIGHT-OF-WAY IN HIGHWAY CONSTRUCTION AND MAINTENANCE. INFORMATION WAS GATHERED THROUGH DIRECT INTERVIEWS WITH HIGHWAY DEPARTMENTS AND PRODUCT MANUFACTURERS, AND THROUGH A LITERATURE SEARCH ON THE SUBJECT OF HIGHWAY WASTE COLLECTION AND DISPOSAL. CURRENT METHODS AND COSTS OF COLLECTION AND DISPOSAL OF HIGHWAY LITTER ARE SUJMARIZED AND THE POTENTIAL USES OF LITTER WERE CLASSIFIED. THE TECHNICAL FEASIBILITY OF EACH POTENTIAL USE IS ANALYZED AND THE TECHNOLOGICAL ASPECTS OF RECYCLING SOLID WASTES WAS STUDIED. THE ECONOMIC FEASIBILITY OF USING LITTER AS A MATERIAL IN HIGHWAY CONSTRUCTION AND MAINTENANCE IS STUDIED. TO BE ECONOMICALLY FEASIBLE, HIGHWAY LITTER MUST BE COMBINED WITH OTHER SOLID WASTES TO PROVIDE EITHER SUFFICIENT QUANTITIES OR LOWER THE UNIT COST OF PROCESSING. THE POTENTIAL USES WHICH HAVE BEEN ASSESSED ARE: LANDFILL OPERATIONS; AGGREGATE REPLACEMENT FOR BASE AND SUBBASE; AGGREGATE REPLACEMENT FOR STABILIZED MATERIALS; INDUCED TRENCH; VEHICLE IMPACT ATTENUATION; AND MAINTENANCE MATERIALS. THE METHODS USED IN THE TECHNICAL ASSESSMENT OF THESE USES ARE SUMMARIZED AND THE ECONOMIC ASSESSMENT IS DISCUSSED BRIEFLY. OF THE NEW TECHNOLOGICAL DEVELOPMENTS THAT APPEAR MOST PROMISING FOR PROVIDING MATERIALS FOR HIGHWAY USE ARE AIR CLASSIFICATION AND METHODS OF MECHANICAL SEPARATION. HIGHWAY CONSTRUCTION AND MAINTENANCE IS ASSESSED AS ONE OF THE MOST ECONOMICAL USES OF HIGHWAY LITTER AND URBAN SOLID WASTE. EXCERPTS FROM THE TOTAL REPORT WHICH REFLECT THE MAJOR FINDINGS OF THE STUDY ARE PRESENTED.
