A RECONNAISSANCE OF PUBLIC EDUCATION PROGRAMS FOR TRAFFIC SAFETY

THE FINDINGS OF A SURVEY OF THE GOVERNORS OF 28 STATES, AND OF A MORE INTENSIVE ANALYSIS OF CALIFORNIA, WITH RESPECT TO TRAFFIC SAFETY ARE PRESENTED AS THE BASIS FOR A SERIES OF RECOMMENDATIONS FOR IMPROVING THE SAFETY OF THE GENERAL PUBLIC WHEN TRAVELLING THE HIGHWAYS. THIRTEEN STANDARDS FOR HIGHWAY SAFETY PROGRAMS ARE SUGGESTED AND ANALYZED. A SUMMARY IS GIVEN OF THE ADMINISTRATION, FORMAT, AND RESULTS OF A QUESTIONNAIRE SURVEYING TRAFFIC SAFETY PROGRAMS AROUND THE COUNTRY. TRAFFIC SAFETY EXPENDITURES IN CALIFORNIA ARE DETAILED, AND THE FINANCING OF SAFETY PROGRAMS THERE IS INVESTIGATED WITH AN EYE TOWARD THE COST OF ACCIDENTS AND SOURCES OF FUNDS FOR INCREASED EXPENDITURES. THE ADMINISTRATION OF CALIFORNIA'S TRAFFIC SAFETY PROGRAM IS INTRODUCED IN TERMS OF THE HIGHWAY SAFETY ACT OF 1966 AND THE GUIDELINE FOR TRAFFIC SAFETY PROGRAMS ESTABLISHED BY THE NATIONAL SAFETY AGENCY ON FEBRUARY 16, 1967. SOME ADMINISTRATIVE PROBLEMS IN TAXING AUTOMOBILED INSURANCE POLICIES AND THE SUPPORTING OF PROGRAMS OF PUBLIC EDUCATION FOR TRAFFIC SAFETY ARE CONSIDERED, AND THE ROLE OF THE CALIFORNIA TRAFFIC SAFETY FOUNDATION IS DELINEATED AS IT OPERATES AND AS ITS SERVICES MIGHT BE EXTENDED. APPENDICES PRESENT THE QUESTIONNAIRE--A SURVEY OF PUBLIC EDUCATION FOR TRAFFIC SAFETY PROGRAMS--AND THE COVER LETTERS WHICH ACCOMPANIED IT. /SRIS/
