ALCOHOL AND HIGHWAY SAFETY: A REPORT TO THE CONGRESS FROM THE SECRETARY OF TRANSPORTATION

THE RELATIONSHIP BETWEEN THE CONSUMPTION OF ALCOHOL AND ITS EFFECTS UPON HIGHWAY SAFETY IS REPORTED. IT IS SUMMARIZED BY CHAPTERS AS FOLLOWS: (1) ALCOHOL AND THE HUMAN BODY-HOW ITS PRESENCE AND CONCENTRATION IN THE BODY ARE MEASURED, ITS EFFECTS AND INTERACTION OF ALCOHOL AND HUMAN ORGANISM, (2) ALCOHOL IN CRASHES AND VIOLATIONS- IDENTIFIES THE CENTRAL CONTRIBUTION OF ALCOHOL TO HIGHWAY VIOLENCE-- CRASHES THAT KILL, MAIM AND DESTROY PROPERTY, (3) EXPERIMENTS ON ALCOHOL AND DRIVING- DISCUSSES THE RESULTS OF EXPERIMENTS TO DETERMINE THE INFLUENCE OF ALCOHOL IN DRIVER PERCEPTION, COMPREHENSION AND PERFORMANCE, (4) DRINKING DRIVERS- PROFILES DRIVERS BY AGE, PRIOR ARRESTS, SEX, DEATH RATE, SOCIAL AND MEDICAL FACTORS EFFECTING DRINKING DRIVERS ARE DISCUSSED, (5) COUNTERMEASURES AND THEIR EFFECTIVENESS- EFFECTS OF PROHIBITION, CONTROLLING SALES, CONTROLLING CONSUMPTION, RESTRICTION OF PAST-DRINKING DRIVING, PREVENTIVE EVALUATION AND THERAPY ARE COVERED BRIEFLY, (6) PUBLIC OPINION- PUBLIC AWARENESS OF THE ALCOHOL PROBLEM AND ITS RELATIONSHIP TO HIGHWAY SAFETY IS DISCUSSED, AND (7) LEGAL APPROACHES- DISCUSSES NON-UNIFORMITY OF VARIOUS STATE LAWS AND "IMPLIED CONSENT." APPENDICES OF RELEVANT RESEARCH, PROGRAM GRANT-IN-AID, AND SUGGESTIONS FOR EDUCATIONAL, PROGRAMS ABOUT ALCOHOL AND HIGHWAY SAFETY ARE INCLUDED. /SRIS/
