HOW TO DO A COST/BENEFIT ANALYSIS OF MOTOR VEHICLE ACCIDENT COUNTERMEASURES

A METHOD IS DESCRIBED IN WHICH A COST/BENEFIT ANALYSIS OF MOTOR VEHICLE ACCIDENT COUNTERMEASURES CAN BE MADE ON THE "BREAK-EVEN" BASIS-THE COMPARISON OF THE COST OF THE PROJECT WITH THE BENEFIT IN DOLLARS TO SEE WHETHER ONE WOULD BREAK EVEN. THIS CAN HELP IN DECISION-MAKING BY STATE AND LOCAL GOVERNMENT. AT THE PRESENT TIME, THE METHOD IS CONSIDERED MORE PRACTICAL THAN THE "COMPLETE RANGE" ANALYSIS OR THE "EXPECTED EFFECT" ANALYSIS BECAUSE OF THE RELATIVELY LIMITED DATA CURRENTLY AVAILABLE. A SAMPLE COST/BENEFIT ANALYSIS IS PERFORMED FOR A HYPOTHETICAL "STATE 51". THE COST, BENEFIT, AND COMPARISON COMPUTATIONS ARE SHOWN IN DETAIL AND THE RESULTS ARE SUMMARIZED IN A RECAP SHEET. ESTIMATED COST FIGURES AND SUGGESTED FORMS FOR THE BASIC DATA NEEDED IN COST/BENEFIT ANALYSIS ARE INCLUDED. COMMENTS ON THE ORIGIN, DEVELOPMENT, USE AND LIMITATIONS OF THE METHOD ARE GIVEN. /SRIS/
